Sierra Leone’s New Education Act Bans Corporal Punishment in Schools


On Monday 24th April 2023, Sierra Leone's Parliament passed the new "Basic & Senior Secondary Education Act 2023," which includes an amendment that prohibits all forms of corporal punishment in schools. The Minister of Basic and Senior Secondary Education, Dr. Moinina David Sengeh, expressed gratitude to Parliament for their continuous support in passing the Bill and for their role in Sierra Leone's education transformation drive. He also acknowledged President Julius Maada Bio for his belief in education and Sierra Leone's leadership in the world's education.

Hon. Mohamed B. Shaw, the Chairman of the Basic Education Committee in Sierra Leone's Parliament, presented the Bill for scrutiny and certain amendments before its passage into law. Notable provisions in the new Act include the criminalization of parents who refuse to send their children to school and the issuance of a National Identification Number to pupils by the National Civil Registration Authority.

Additionally, the Act encourages pregnant girls, parent learners, and children from the poorest homes, rural areas, and underserved communities to access, complete school, and enjoy all facilities provided by the educational system, as highlighted by Augustine Sankoh, Strategic Communications Analyst MBSSE.
